I guess at that time the author was constrained by time or something or didn't have any good inspiration so he came with this "suppresion" thing. Such is life of a writer.

Just look at R. R. Martin( a song of ice and fire series), it has been 11 years since his last book and from what i have read, the new book it is only ~75% finished.
